Aizawl, Nov 7 Mizoram Chief Minister Lalduhoma on Saturday said his Zoram People’s Movement (ZPM) government had brought about a significant change in people’s mindset through administrative reforms and various initiatives aimed at improving governance and livelihoods.

Addressing the party’s Aizawl East-I block conference, Lalduhoma cited measures such as curbs on corruption, discontinuation of proxy staff appointments, stricter enforcement of office attendance rules and withdrawal of non-practising allowance for doctors as initiatives that had gained public acceptance.

“Even if we introduce a new and good system, our state cannot progress unless the mindset of the people who use it is right,” he said.

The chief minister said the government was reviewing pension cases and had detected nearly 700 people allegedly receiving pensions without legal entitlement.

The verification process would continue with the help of task forces and community leaders, he added.

He also said the government would intensify efforts to ensure payment of vehicle taxes, claiming that several vehicles in Aizawl were found plying without paying the prescribed taxes during the recent ‘No Tolerance Week’.

Highlighting the government’s flagship Bana Kaih (Handholding) scheme, Lalduhoma said none of the beneficiaries who had taken loans under the programme had defaulted on repayment so far.

The government was also promoting food and agricultural processing, enabling Mizo entrepreneurs to take their products to markets outside the state, including Delhi, he said.

“We cannot all live by depending on the government. For those who want sustainable livelihoods, opportunities are opening up under this government,” he said.

Lalduhoma further claimed that people were happier, workers were better off and more families were able to build better homes and send their children to good schools, attributing these developments to his government’s policies.

Aizawl East-I MLA Lalthansanga, who attended the conference, said the constituency, comprising five Local Councils and six Village Councils, had witnessed considerable development despite its difficult terrain and diverse population.
