Amaravati, Sep 18: The Directorate of Enforcement (ED) said in a statement that its investigation revealed adulterated ghee used in TTD Laddu prasadam was allegedly manufactured using refined palm oil and various chemicals, and arrested the ghee manufacturing company promoter on money laundering charges.
ED’s Hyderabad Zonal Office on 17.09.2026 under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002, in connection with the Tirumala Tirupati Devasthanams (TTD) ghee adulteration case has arrested Kailash Chand Mangla, promoter of M/s Sukriti Foods Pvt. Ltd., who is one of the co-conspirators in the case and facilitated the procurement of adulterants and manufactured adulterated ghee at his factory premises. The agency alleged that his company manufactured around ₹96 crore worth of such ghee. The agency produced him before the Hon’ble Special Court (PMLA), Visakhapatnam, Andhra Pradesh, which remanded him to judicial custody.
ED said its investigation revealed that adulterated ghee was allegedly manufactured using Refined Palm Oil, Palm Kernel Oil, Palmolein and various chemicals, including MG-90, Monoglycerides, Myvacet SF 400 and Acetic Acid Ester, and was subsequently supplied as Agmark Special Grade Cow Ghee for supply to TTD. Kailash Chand Mangla also coordinated the supply of adulterated ghee through various front entities, including M/s Sri Vyshnavi Dairy Specialities Pvt. Ltd., M/s Manglanga Milk & Agro Products Pvt. Ltd. and M/s A.R. Dairy Foods Pvt. Ltd.
The investigation has further revealed that Kailash Chand Mangla created and maintained false records relating to the sale and purchase of ghee and refined palm oil, with the objective of concealing the actual utilisation of adulterants and creating an appearance of legitimate production and supply of genuine cow ghee.
Earlier, the Supreme Court, in October 2024, constituted an independent SIT under the supervision of the CBI Director to probe the allegations of animal fat in TTD laddu prasadam. A CBI-led SIT investigation found that instead of pure cow ghee, the accused used adulterants such as palm oil, palm kernel oil, and palmolein and filed a chargesheet against 36 members. The ED had earlier arrested Vipin Jain, promoter and director of M/s Bhole Baba Organic Dairy Milk Pvt. Ltd., who is alleged to have orchestrated the manufacture and fraudulent supply of adulterated ghee to the TTD.
