Hyderabad, Sep 8: The Telangana Legislative Assembly on Tuesday strongly condemned the alleged derogatory and unparliamentary remarks made by BRS MLCs Tata Madhusudhan and N. Naveen Kumar Reddy against Assembly Speaker Gaddam Prasad Kumar.
According to a resolution adopted by the House, the two BRS members allegedly made highly insulting and unparliamentary remarks against the Speaker on September 7 near Gate No. 3 within the Assembly premises.
The House also strongly condemned what it described as the “indecent behaviour” of the two MLCs for allegedly removing their T-shirts in public in the presence of women. The resolution termed the conduct highly objectionable and said it was unbecoming of members of the Telangana Legislative Council.
The Assembly said such behaviour was prejudicial to the dignity, authority and constitutional position of the Speaker, besides undermining the dignity, privileges and institutional integrity of the Legislative Assembly.
The House further observed that no political disagreement, personal grievance or difference of opinion could justify conduct that lowers the dignity and authority of the Presiding Officer or disrupts the orderly functioning of the legislature.
The Assembly resolution also called upon BRS supremo and Leader of the Opposition K. Chandrashekhar Rao to take responsibility for the conduct of the two members of his party and tender an unconditional apology to the Speaker.
The House said such an apology was necessary in the interest of institutional integrity, decency and parliamentary decorum.
As Tata Madhusudhan and N. Naveen Kumar Reddy are sitting members of the Telangana Legislative Council, the Assembly resolved to forward a copy of the resolution, along with the breach of privilege notices, material placed before the House and proceedings related to the incident, to the Chairman of the Telangana Legislative Council.
The Council Chairman has been requested to consider the matter and take appropriate action as permissible under the Constitution, the Rules of Procedure and Conduct of Business, and the laws and rules governing legislative privileges and discipline.
The resolution was moved by Telangana Health and Family Welfare Minister Damodar Raja Narasimha.
