Bhubaneswar, Nov 3 The Odisha government on Tuesday secured investment proposals worth approximately Rs 1,17,557 crore through 18 memoranda of understanding (MoUs), representing a tentative capacity addition of around 11,742 MW across renewable energy and emerging clean-energy sectors.
The MoUs were signed at the Bharat Renewable Energy Summit & Expo 2026, held at Bharat Mandapam, New Delhi.
The proposed investments span pumped storage, solar, wind, hybrid renewable energy, battery storage, green hydrogen, green data centres and other emerging technologies, a statement issued by the CMO said.
Impressed over the massive investment proposals for the state, Odisha Chief Minister Mohan Charan Majhi described it as a “watershed moment” in the state’s endeavour for transition to clean energy.
The MoUs were exchanged following the inauguration of the Odisha pavilion by the chief minister in the presence of his deputy K V Singh Deo, who is also in charge of the Energy Department.
Satya Priya Rath, managing director of the state-owned GRIDCO Limited, exchanged the MoUs with the respective industry partners.
The event was followed by the Odisha State Plenary on ‘Investment Opportunities in the Renewable Energy Sector in Odisha’, which witnessed participation by over 900 delegates.
The state’s Energy Department signed MoUs with several firms, including Hinduja Renewables Energy Private Limited, Renew Green, Shivalaya Construction Limited and Suzlon Renewable Development Limited.
GRIDCO Limited also signed an MoU with the Centre for Mission on Energy Transition (CMET), anchored at Maulana Azad National Institute of Technology (MANIT), Bhopal; Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL); and Indian Institute of Technology (IIT) Bhubaneswar.
The MoU aims to establish a broad framework for academic, technical, research and institutional collaboration between the governments of Odisha and Madhya Pradesh, focusing on accelerating the clean-energy transition, renewable energy integration, grid modernisation and the adoption of emerging power-system technologies.
The collaboration is expected to facilitate knowledge exchange, research partnerships and capacity building, while strengthening institutional capabilities to address the evolving requirements of the power sector, the statement said.
Addressing the plenary session, Union Minister for New and Renewable Energy, Pralhad Joshi highlighted Odisha’s strategic importance in India’s clean-energy transition, recognising its abundant natural resources, strong industrial base and strategic port infrastructure as key advantages for attracting investment.
He emphasised the immense opportunities in renewable energy, energy storage, floating solar, wind power, green hydrogen and green ammonia.
“Odisha is open for business and ready for clean energy investment,” Majhi said.
He outlined the state’s ambition to source 74 per cent of its installed power capacity from non-fossil fuel sources by 2047 and emerge as the clean-energy engine of eastern India.
The CM also emphasised the vision of meeting at least 33 per cent of industrial electricity consumption through green power at competitive tariffs.
Majhi highlighted three key priorities: a stable and predictable policy framework, time-bound approvals through the single-window mechanism, and strengthening transmission infrastructure ahead of generation.
Odisha’s industrial ecosystem, renewable energy potential and strategic ports at Paradip, Dhamra and Gopalpur, he emphasised, offer significant opportunities for investment in clean energy and green hydrogen.
Majhi said the state is investing Rs 15,948 crore for expansion of power transmission network under Mukhyamantri Shakti Vikas Yojana.
He said the industrial ecosystem for production and export of green energy at various port sites such as Paradeep, Gopalpur and Dhamra is excellent.
Singh Deo said Odisha had met a peak demand of approximately 6,242 MW during the summer without scheduled load-shedding.
He also outlined the state’s substantial potential in pumped storage, floating solar and wind energy, along with its initiatives to develop green hydrogen and ammonia hubs at Gopalpur and Paradip.
The participation of leading companies and investors, including NLC India, Adani Ports and SEZ, Avaada Group, Greenko Group, ACME Group, Evren and Brookfield Renewables, reflected the growing interest in Odisha’s clean-energy sector.
