New Delhi, Nov 6 The Delhi poll body will generate fresh enumeration forms for all 47.56 lakh electors excluded from the draft electoral roll published on August 31, as part of a re-verification exercise, officials said on Friday.
According to the Delhi chief electoral officer (CEO), the forms will be generated for electors marked as ASDD (Absent, Shifted, Dead and Duplicate) during the special intensive revision (SIR).
“All those electors of Delhi who were issued enumeration forms between June and August 17 but whose names could not be included in the draft roll on account of being marked as ASDD shall be provided one more opportunity to get their names included in the final roll,” a statement read.
The exercise will also cover electors who have moved houses within Delhi but were left out of the draft roll.
Such voters will not have to submit Form 8 and can instead obtain a fresh enumeration form from the Electoral Registration Officer (ERO) in their new assembly constituency, officials said.
“For instance, an elector who has shifted from Najafgarh to Kashmere Gate can approach the ERO concerned in the new area and seek the enumeration form. The form can be shared through WhatsApp, officials said, adding that electors can also access and fill it online through the Election Commission’s website or ECINET app using their existing EPIC number,” an official said.
The CEO’s office said electors who have not moved will have to submit their enumeration forms along with a statement explaining why they could not submit them during the earlier enumeration phase.
Those who have shifted will have to furnish their new address and assembly constituency details in a separate statement.
According to the statement, booth-level officers will make efforts to reach such electors by visiting them.
For homeless electors who do not possess any address document, a field verification report by the BLO will suffice as proof of residence, it said.
All forms received along with the prescribed statements will be processed by EROs under Rule 21(1) of the Registration of Electors Rules, 1960.
“Electors who have already submitted Form 6 for fresh enrolment during the SIR need not submit an enumeration form and statement afresh. Their applications will be processed in accordance with the Election Commission’s clarification issued on November 3,” the statement read.
The move comes days after the Delhi poll body clarified that voters whose names were excluded from the draft electoral roll during the SIR could submit Form 6 for inclusion without facing prosecution merely because they had been enrolled previously.
The CEO’s office said that no action under Section 31 of the Representation of the People Act, 1950, would be initiated against an elector solely because their name figured in a previous electoral roll and they submitted Form 6 during or after the SIR process.
Between August 31 and November 5, the election authorities received 2,96,336 Form 6 applications, 28,853 Form 7 applications seeking deletion of names, and 1,10,184 Form 8 applications for correction or modification of electoral entries.
According to the Delhi CEO’s office, as of November 4, out of 33.1 lakh notices issued to electors for no-mapping and ‘logical discrepancies’, 32,35,212 electors had been parked for the final electoral roll.
The Election Commission extended the deadline for filing claims and objections to November 25, and the publishing of the final electoral roll to December 22.
Disposal of claims and objections is scheduled to be over by December 15.
