New Delhi, Oct 28 Training sessions for functionaries at all levels for the second phase of Census 2027, covering population enumeration, have begun in Delhi and are expected to conclude by the first week of December, officials said on Wednesday.

A training session for senior officials was held at the Delhi Secretariat last week, briefing district magistrates, additional district magistrates and sub-divisional magistrates on the progress of the first phase and preparations for the next stage, they said.

A four-day training programme for master trainers and a three-day exercise for field personnel are also being conducted to prepare officials for the large-scale administrative exercise.

Under the operational framework for the second phase, each enumerator will be assigned approximately 800 people to survey, officials said.

Guest teachers in Delhi have also been included in the enumerator workforce for the door-to-door data collection exercise.

The second phase of Census 2027 in Delhi is likely to begin on January 10, 2027, with a 15-day window for self-enumeration ahead of the house-to-house exercise scheduled to start on January 25, officials said.

The self-enumeration window will run from January 10 to 24, followed by field operations from January 25 to February 28. A revisional round is scheduled from March 1 to 5, they said.

Officials said completing the training across all levels on schedule was crucial to ensuring accuracy, data integrity and smooth digital execution during population enumeration.

A structured household interaction framework, PRAMAN, has been developed specifically for the second phase to ensure effective engagement with respondents and build trust during data collection, they said.

The acronym stands for Pehchaan (Identity), Rishta (Rapport), Anurodh (Request), Madad (Assistance), Aankada Shuddhata (Data Accuracy) and Nishtha (Commitment). The framework has been incorporated into the training programme for functionaries at every level, officials said.

In June, Delhi Education Minister Ashish Sood approved a policy under which the period spent by guest teachers on Census duty would be treated as official service, ensuring they do not lose salary, teaching experience or service benefits while performing the assigned task.
