New Delhi, Oct 27 : The Supreme Court of India on Tuesday, October 27, said it would consider issuing comprehensive guidelines to ensure fair and transparent local body elections in Andhra Pradesh. The court also considered directions to preserve CCTV recordings and video footage related to allegations of obstruction during the nomination process.
A Bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V. Mohana was hearing a case involving allegations that YSR Congress Party (YSRCP) candidates were prevented from filing nominations for the ongoing Andhra Pradesh municipal elections.
The YSRCP alleged incidents of violence, intimidation and obstruction in several areas, including Kadapa, Tirupati, Punganur and Rayachoti. The party approached the Supreme Court after the Andhra Pradesh High Court declined to grant relief over nomination arrangements and requests to extend the nomination deadlines.
Supreme Court Considers Guidelines for Fair Elections
During the hearing, the Supreme Court said it would not conduct an extensive inquiry into individual allegations while the election process was underway. However, the Bench indicated that it could issue comprehensive guidelines to protect the electoral process and ensure accountability.
The court also considered measures to preserve CCTV footage and other video recordings so that complaints could be examined at the appropriate stage.
Supreme Court’s October 21 Directions
On October 21, the Supreme Court directed the Andhra Pradesh State Election Commission (SEC) to examine representations submitted by candidates who claimed they were prevented from filing nominations due to law and order problems.
The Commission was asked to consider electronic evidence and extend nomination deadlines wherever it found that candidates had been wrongfully prevented from submitting their nominations.
The Supreme Court also directed the SEC to defer publication of the final list of candidates until October 25.
SEC Examined Complaints, Says Supreme Court
During Tuesday’s hearing, the Bench noted that the State Election Commission had examined the representations and extended nomination deadlines in certain cases.
The court indicated that further directions could be issued to strengthen transparency and safeguard the fairness of the ongoing Andhra Pradesh municipal elections.
The matter was subsequently adjourned for three weeks.
The proceedings are significant for the ongoing Andhra Pradesh local body polls, as the proposed guidelines could help preserve evidence and ensure that complaints relating to the nomination process are examined at the appropriate stage.
