New Delhi, Oct 24 The New Delhi Municipal Council (NDMC) plans to upgrade 157 parking sites across its jurisdiction into smart parking facilities, offering real-time slot availability, digital payments and a dedicated 5 per cent parking area for vehicles driven by women, according to a tender document.
The proposed system will replace manual parking operations with technology-enabled facilities, including automatic number plate recognition (ANPR) cameras, FASTag readers, boom barriers and digital displays showing the availability of vacant spaces.
According to officials, motorists will be able to check parking availability through a mobile application and web portal, reserve spaces in advance, purchase monthly passes and make cashless payments.
The system will also be integrated with a central Parking Operations Control Centre and the NDMC’s Integrated Command and Control Centre for real-time monitoring of parking sites and transactions.
The council is also planning to set up pink parking spots for women, flag long-parked vehicles to the police and help promote electric vehicles, according to officials.
To encourage e-vehicles, the agency may be required, in consultation with NDMC, to develop and maintain EV charging facilities.
“At least 5 per cent of the total parking area at each site must be reserved for vehicles driven by women, to be called ‘Pink Spots’, officials said.
They added that these must be marked with road-marking paint, with signboards at visible locations, including the entry and exit of each site.
Every slot must be clearly marked, and each lot must have reserved slots for persons with disabilities, with proper signage. Cameras must cover entry and exit points for security and surveillance.
The parking system must also identify any vehicle parked for more than 24 hours and generate an alert to the Delhi Police, NDMC or the respective agency, according to officials.
On the roads, the agency must install a surveillance solution along an allocated 200-metre stretch to detect unauthorised parking and raise real-time alerts, except at temporary lots.
It must also paint and maintain road markings showing paid parking, no-parking zones, restrictions and free parking slots, which are to be up to 100 metres from the paid area. These must follow the Indian Roads Congress code of practice, as updated from time to time.
All off-street sites are to be checked for uneven surfaces and waterlogging, and corrected for smooth vehicle movement, the council stated.
The agency must also count and mark all trees at on-street and off-street sites. If any cutting or trimming is needed during the contract, it must notify NDMC and obtain permission first.
The project will cover around 15,060 equivalent car spaces (ECS) across three clusters — Connaught Place, north of Connaught Place and south of Connaught Place.
The first cluster, covering Connaught Place, comprises 48 parking sites, while the second and third clusters, covering north and south of Connaught Place, respectively, will have 63 and 46 sites.
The selected agency for each cluster will have to pay a fixed monthly licence fee of Rs 2.05 crore for Connaught Place, Rs 2.25 crore for the northern cluster and Rs 2.10 crore for the southern cluster, taking the total to Rs 6.4 crore a month, besides sharing a portion of parking revenue with the civic body.
Bidders will compete on the percentage of gross revenue they offer to share with the NDMC over and above the fixed monthly licence fee.
According to the tender, payments will be routed through an escrow account, with dues payable by the seventh of every month. Late payments will attract interest at 24 per cent annually.
Three consecutive missed payments will lead to cancellation of the five-year contract, forfeiture of the security deposit and transfer of the infrastructure built by the operator, the document states.
The NDMC may also open new parking facilities in the future without compensating the operator.
The selected agency will be responsible for designing, implementing, operating and maintaining the system. It will also deploy towing vehicles equipped with cameras and GPS in each cluster to tackle unauthorised parking.
The contract will have a five-year term, including a three-month implementation period. The concessionaire will bear the project’s capital and operational costs.
The estimated monthly revenue from parking fees across the three clusters is projected to exceed Rs 7 crore once the system becomes fully operational.
The selected agencies will have to furnish performance security of Rs 6.15 crore, Rs 6.75 crore and Rs 6.31 crore for the three clusters, respectively, amounting to around Rs 19.21 crore in total.
The earnest money deposit has been fixed at Rs 20 lakh for the Connaught Place cluster, Rs 23 lakh for the northern cluster and Rs 19 lakh for the southern cluster.
The tender document became available on October 22. A pre-bid meeting is scheduled for October 30, while the deadline for submission of bids is November 12. Technical bids will be opened on November 13.
The tender covers on-street, off-street and multi-level parking facilities.
