Hyderabad, Oct 16 Telangana Deputy Chief Minister Mallu Bhatti Vikramarka on Friday directed officials to prepare the preliminary draft of the proposed ‘Rohith Vemula Telangana bill’ to end discrimination in higher educational institutions on the basis of caste and others in three months.

Vikramarka, who held a meeting with ministers and officials, suggested that the Scheduled Castes Development department should lead the process of drafting the Rohith Vemula legislation.

He instructed that a draft of the bill be submitted to a Committee of Senior Civil Servants, an official release said.

He suggested formation of a panel with the participation of all relevant departments and institutions, especially the law department in drafting the bill.

He also suggested including the Education and Home Departments, the University Grants Commission (UGC) and other relevant institutions in the exercise.

The Deputy CM stressed the need for comprehensive consultations with different sections of society on the proposed bill.

He said the draft should take into account the problems faced by students at the grassroots level, issues relating to discrimination in higher educational institutions and the challenges likely to arise during implementation of the legislation.

It was decided to take the help of NALSAR University of Law here in preparing a comprehensive draft.

The meeting emphasised that the proposed legislation should prioritise ensuring equal opportunities for students, preventing discrimination and strengthening a fair and just environment in educational institutions.

Congress leader Rahul Gandhi had written to Chief Minister A Revanth Reddy last year to enact the ‘Rohith Vemula Act’ to end discrimination in educational institutions.
