New Delhi, Oct 15 The Delhi Congress on Thursday demanded an inquiry into the alleged unauthorised filing of Form 8 in the name of its president Devender Yadav during the ongoing SIR of electoral rolls, claiming that so far no action has been taken on his complaint.

The party also flagged discrepancies in the draft electoral rolls, alleging that several eligible voters whose enumeration forms had been received and acknowledged by booth-level officers (BLOs) were missing from the list.

At a meeting convened by the office of the Chief Electoral Officer (CEO), Delhi, Congress representatives demanded an inquiry into the alleged unauthorised filing of Form 8.

Form 8 is filed when a registered voter wants to make changes to his EPIC ID.

The party said that Yadav had neither filled out the online Form 8 himself nor authorised anyone to do so.

“Devender Yadav lodged a complaint in this regard with the Chief Electoral Officer, Delhi, and the Delhi Police on October 6, 2026, but no action has been taken till date,” said advocate Sunil Kumar, chairman of the Delhi Congress’s legal department, demanding a detailed inquiry and action against those responsible.

The office of the Delhi chief electoral officer (CEO) said it has initiated an inquiry after receiving a complaint. Officials said the complainant could not be identified from the complaint alone, as an OTP is sent to the registered mobile number during the submission of the form application.

The office said it would try to trace the ID used to file the application to establish the identity of the person who submitted it.

Raising concerns over the omission of eligible voters, the Delhi Congress said several people who had submitted their enumeration forms and received acknowledgements from their respective BLOs had not been included in the draft electoral roll.

“Surprisingly, the names of these voters have been recorded in the ‘EF Refused’ category, which means that the voter refused to give the Enumeration Form, whereas the reality was that the BLO himself had received the form and signed it,” another party member said.

He demanded that the names of eligible voters who had submitted their forms and possessed BLO acknowledgements be included in the draft roll without requiring them to complete unnecessary formalities or submit Form 6 again. Form 6 is filed for inclusion in voter rolls.

The Congress also called for effective measures to ensure that homeless citizens were included in the electoral rolls, saying no eligible voter should be denied the right to vote due to procedural lapses.
