Thiruvananthapuram, Oct 25: AICC observer H K Patil has called for greater transparency in the functioning of the Election Commission of India (ECI), stressing that concerns raised over the Special Intensive Revision (SIR) of electoral rolls must be thoroughly examined to protect citizens’ voting rights.

Addressing a press conference at the Kerala Pradesh Congress Committee (KPCC) headquarters on Sunday, Patil said free and fair elections were fundamental to Indian democracy and emphasised that the Election Commission must function impartially, transparently and in accordance with constitutional principles.

SIR Process Raises Concerns Over Voter Exclusion

Patil said complaints from various states regarding the SIR process had raised serious questions about the revision of electoral rolls. Reports alleging the exclusion of large numbers of voters from electoral lists must be examined carefully, he said.

He alleged that deleting voters’ names without adequate verification and without giving the individuals concerned an opportunity to explain their circumstances or raise objections would undermine the fundamental principles of democracy.

The Congress leader stressed that the Election Commission must follow the procedures prescribed by the Constitution and applicable laws while revising electoral rolls.

Demanding the resignation of Chief Election Commissioner Gyanesh Kumar, Patil alleged that the manner in which the SIR process was being conducted had raised serious concerns about the integrity of Indian democracy.

Congress and INDIA Bloc to Intensify Fight for Democracy

Patil said the Congress and the INDIA bloc were committed to protecting democratic institutions and safeguarding citizens’ voting rights. He added that young people were supporting their efforts to defend democracy.

As part of this campaign, he announced that a major rally would be organised in New Delhi on November 1, with a target of mobilising 10 lakh people. Congress leaders, including Rahul Gandhi, Mallikarjun Kharge, Priyanka Gandhi and K. C. Venugopal, would lead the campaign, he said.

Demands Independent Investigation and Greater Transparency

Patil called for serious consideration of reports concerning differences of opinion among election commissioners and concerns about the procedures followed by the Commission.

He also demanded an independent investigation into complaints of interference that could affect the integrity of the electoral process.

Highlighting the importance of transparency in electoral administration, Patil said the Commission must ensure accountability in the digital systems used to maintain voter lists, manage electoral data, correct voter information and remove names from the rolls.

He further stressed that political parties must receive electoral roll information in a timely and verifiable manner, as required by law.

Calls for Grievance Redressal and Restoration of Voter Names

Patil called for an effective grievance redressal mechanism to verify changes made to electoral rolls, identify errors and ensure their timely correction.

He also demanded the restoration of eligible voters’ names that had been excluded during the SIR process.

Emphasising that voting is a fundamental pillar of democratic participation, Patil said the electoral system must ensure that eligible citizens are not deprived of their right to vote because of errors, inadequate verification or a lack of transparent procedures.

His remarks have renewed the debate over electoral roll revisions, the accountability of the Election Commission and the need to protect the integrity of India’s democratic process.
