Jaipur, Oct 16 Rajasthan Police has directed banks to refund Rs 5.67 crore to cyber fraud victims after processing 8,016 applications through the Money Restoration Module (MRM), an online system aimed at simplifying the recovery of money frozen in suspected fraudulent accounts, officials said on Friday.

Additional Director General of Police (Cyber Crime) V K Singh said the initiative would help eligible victims recover their money directly into their bank accounts without unnecessary visits to courts or banks.

The MRM, introduced by the Indian Cyber Crime Coordination Centre (I4C) under the Union Ministry of Home Affairs, operates through the National Cyber Crime Reporting Portal.

According to police, victims can apply for refunds through the portal — http://mrm-ncrp.mha.gov.in — after registering a cyber fraud complaint and obtaining an acknowledgement number.

Under the system, refunds involving up to Rs 50,000 frozen in a single bank account can be processed without an FIR or court order, based on a police report and indemnity bond.

If the total frozen amount exceeds Rs 50,000 but no individual account holds more than that amount, a refund can be processed on the basis of a police report without an FIR or court order.

However, an FIR is mandatory if more than Rs 50,000 is frozen in a single bank account.

Police said applications are verified by investigating officers, who examine the complaint, transaction trail and frozen funds before recommending refunds under Section 106(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Following verification and the necessary police order, banks transfer the eligible amount to victims’ accounts.

The department clarified that the entire process is free and advised people not to pay agents or intermediaries promising refunds.

Cyber fraud victims can report incidents through the national helpline 1930, the portal cybercrime.gov.in, or the nearest police station, officials said.
