Chandigarh, Oct 17 Haryana Chief Minister Nayab Singh Saini on Saturday said that, from the “parchi-kharchi culture” that prevailed during the Congress’ time, the state has been marching on the path of progress for the past twelve years under the BJP government.

He said this at a press conference held to mark the two-year anniversary of the third consecutive term of the BJP in Haryana.

Launching a scathing attack on Congress on various fronts, Saini said Haryana was rife with corruption, nepotism, fear, favouritism, regional discrimination and “parchi-kharchi” (favouritism, bribe) culture under the Congress.

The BJP government, on the other hand, considers power not a means of exercising authority but an opportunity to serve the people, with the aspirations and welfare of Haryana’s 2.80 crore residents at the heart of every policy and decision, he said, comparing the two parties.

During Congress’ tenure, merit had been pushed aside in government recruitment, with political recommendations and monetary considerations determining employment opportunities. Irregularities and scams, he said, had become rampant across various sectors under the previous Congress regime.

Saini said the policies pursued by the Congress government had not only hampered Haryana’s development but also deprived deserving citizens of their rightful opportunities.

He accused the Congress of concentrating development in a particular region during its 10-year rule while neglecting other parts of the state.

The Congress government repeatedly failed to honour its commitments, prompting the people of Haryana to reject the party through the democratic process, he said.

Now that they have been out of power for years, the Congress leadership is “very eager to connect with the public” after being “inaccessible during their years in power”, Saini said.

Saini expressed gratitude to the people of Haryana for their continued trust and support. The BJP government remains steadfast in its commitment to serving the state with dedication, transparency, sensitivity and accountability, he said.

He said the government has given fresh impetus to its resolve to build a developed and prosperous Haryana, marking two years of its third consecutive term with a renewed commitment to good governance, transparency, public welfare and inclusive development.

The BJP returned to power for a third consecutive term in Haryana in October, 2024, and Nayab Singh Saini was sworn in as the chief minister of Haryana for the second time.

In March 2024, Saini replaced Manohar Lal Khattar as the chief minister of Haryana. Lal is currently a Union minister and the BJP’s sitting MP from Karnal.

The CM said the government’s vision is to build a Haryana where every citizen has access to opportunities, essential services and the benefits of development, irrespective of region or social background.

Saini outlined the government’s long-term development agenda and said Haryana is moving steadily towards becoming one of the country’s leading developed states, in line with Prime Minister Narendra Modi’s vision of Viksit Bharat 2047.

The vision of Viksit Haryana, Viksit Bharat forms the foundation of the state government’s policies and programmes, with particular emphasis on farmers’ prosperity, economic empowerment of the poor, employment opportunities for youth, dignity and welfare of women, and strengthening of education and healthcare services, Saini said.

Of the 217 promises made in the BJP’s election manifesto for the last assembly elections, 76 have already been fulfilled within two years, while work is underway on the remaining 141, he claimed.

Saini detailed major initiatives undertaken by the government in various sectors, as he also highlighted the Deen Dayal Lado Lakshmi Yojana, under which eligible women are provided financial assistance of Rs 2,100 per month, and the procurement of all crops at Minimum Support Price (MSP).

Saini said the Prime Minister Modi’s longstanding association with Haryana has translated into substantial support for the state’s development. During his 18 visits to Haryana, the prime minister has announced development projects worth more than Rs 86,000 crore, he added.
