New Delhi, Sep 24 The Commissioner of the Municipal Corporation of Delhi (MCD), after reviewing works under the CMDF/CAQM on September 22 and 23, has found that progress on both ongoing works and those yet to be awarded was “far from satisfactory” and needed to be expedited, according to a circular.
In the circular dated September 24, it states that due to slow work on roads in Delhi before peak pollution season, the Engineer-in-Chief’s office has directed all Chief Engineers to inspect their works every day to check physical progress against schedule, ensure quality norms are followed and clear bottlenecks on site.
They were told to complete concrete roads by October 31 and bituminous roads by November 15.
According to the circular, so far, 689 km of roads out of 1300 km have been completed, and work is still on for another 193 km. It further states that funds are available for only 2,435 of the 2,966 works, and Rs 553 crore more is needed for the remaining 531 works (262 km).
As per CPCB data of previous years, October and November are considered to be the peak pollution season in the national capital.
The circular said that of the 1,300 km of road works planned under the CAQM, 82 km are yet to be awarded, while 565 km are in progress or partially completed. The Commissioner also directed that pending works be awarded on an urgent basis.
As per the status table list, as on September 23, 3,110 works covering 1,300 km were in the action plan.
After 144 works (74 km) were dropped, 2,966 works covering 1,226 km remained, and tenders have been called for all of them.
Of these, 2,327 works covering 882 km have been awarded. In all, 689 km of roads have been completed, while 193 km is still under actual work, it said.
The table put the additional budget required at Rs 553 crore for 531 works covering 262 km, as funds are available only for 2,435 works.
The circular also said that in some cases the contractual amount has exceeded the sanctioned amount. In such cases, Chief Engineers must follow up with the Planning Department of the Delhi government for revised sanction.
The Chief Engineers were also asked to keep in view the completion timelines set by the CAQM and other monitoring agencies while inspecting their works. The circular said the Commissioner’s directions must be “strictly complied with”.
