Ranchi, Sep 26 Union minister Annapurna Devi on Saturday said the amended mines law would help advance the vision of a ‘Viksit Jharkhand’ alongside a ‘Viksit Bharat’.
The senior BJP leader alleged that the Congress and JMM were opposing the Mines and Minerals (Development and Regulation) (MMDR) Act to mislead people and create confusion.
“Prime Minister Narendra Modi is determined to accelerate the vision of ‘Viksit Bharat@2047’ and to take every state forward. The amendment in the mines Act is a part of this direction. The MMDR legislation will strengthen the vision of a ‘Viksit Jharkhand’ alongside that of a ‘Viksit Bharat’. The main objective of the law is to make the tax regime in the mining sector fully streamlined and transparent,” Devi said at a press conference at the state BJP headquarters here.
Parliament passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, in August. The legislation seeks to restrict states’ powers to levy taxes on mineral rights and mineral-bearing lands.
Devi, the Union Minister for Women and Child Development, said the amendment would boost new investment and create employment opportunities in the state.
The possibility of youths getting jobs in Jharkhand would increase, which would help curb migration significantly, she said.
“The JMM, Congress and RJD leaders are attempting to mislead people and create confusion regarding the law. This amendment will curb the state government’s arbitrariness. The government is protesting the Act to encourage coal theft in the state,” the Union minister alleged.
